I ended up clipping the wires & bypassing it, but the damn starter still wouldn't click over. Just sat there. We roll-started it to get it back to his apt., then after he shut it off, it would start right up. I suspect he has some kind of cold-induced electrical failure, and when we roll-started the car, it warmed up enough to not have the problem. Stoopid cars. That's after a long morning babysitting the Two Stooges of Bangalore as they remoted in to my work PC to debug a problem with the completely nonfunctional crap they had previously delivered. Nope. No solution, despite 2 hours of aimless poking around at every conceivable part of the system.
